The State Treasurer's Office, in cooperation with the Department of Transitional Assistance, is seeking to secure the services of a vendor to deliver Electronic Benefit Transfer (EBT) services for the delivery of Supplemental Nutrition Assistance Program (SNAP) benefits and cash assistance programs administered by the Commonwealth. Public assistance recipients use the EBT card technology and debit card infrastructure to access SNAP benefits from federally authorized retailers and cash assistance at automated teller machines (ATMs), point-of-sale (POS) terminals and point-of-banking (POB) machines.
In addition to this current request for proposals, the Commonwealth is participating with the Northeast Coalition of States (NCS) in their request for proposal to secure the services of a vendor to deliver EBT services in collaboration with the states of New York, Vermont, New Hampshire, Connecticut and Rhode Island.
The Commonwealth's selection of a vendor and procurement of services, with or without the NCS, will be based on which vendor and proposal demonstrates the best value overall and will achieve the procurement goals of the Commonwealth.
