The Department of Elementary and Secondary Education is seeking a qualified vendor to provide research and program evaluation on the implementation and use of a digital Pre-Kindergarten through Twelfth Grade Teaching and Learning System (PreK-12 T&L System). Research and Evaluation Providers must be organizations or individuals with expertise in conducting research and evaluation of education initiatives particularly evaluations of projects that integrate the development, implementation and use of curricular, instructional and assessment resources in conjunction with the online dissemination and data systems that support these resources. The vendor must be an institution of higher education; an independent, non-partisan research organization; or an individual affiliated with one of the above. The vendor (and its individual researchers, if an organization) must not have a stake in the study's outcome, must have a reputation of impartiality, and must have no known affiliations that would undermine, or may appear to undermine, credibility and impartiality.
