The Massachusetts Department of Energy Resources (DOER) seeks to assist state policy makers, the concerned public, and project developers to more fully understand the complex issues associated with biomass energy. DOER issues this Request for Proposals (RFP) to commission a significant, objective white paper to provide a summary of the research and peer reviewed science-based information on biomass sustainability
