Governor Patrick creates new Massachusetts Small Business Purchasing Program (SBPP)

        On June 29, 2010, Governor Deval L. Patrick signed Executive Order No. 523 establishing a new Massachusetts Small Business Program (SBPP) within the Operational Services Division (OSD). The goal of the SBPP is to direct state spending for non-construction goods and services to eligible Massachusetts small businesses.

        OSD will implement this program over the next six months. Information about program eligibility, SBPP regulations, procedures for validating the information submitted by businesses seeking to participate in the program and penalties for submitting inaccurate information are available at www.mass.gov/sbpp. Between July and December of this year, each Executive Department will complete training about the requirements of the Executive Order and associated new procurement policies that will be issued by OSD.

Statewide Contract ITT40: Two-Way Radio Systems, Equipment & Services has been Quick Quote enabled since February 22, 2010.

Statewide Contract PRF34: Statewide Temporary Help Services has been Quick Quote enabled since April 20, 2010.

The primary purpose of Quick Quote is to create transparency:
  • Requests are now immediately public
  • Responses are public once Award is posted
  • Purchase Orders against Award are public
